FSA/PAA of Hong Kong Registered Ships

Hong Kong Merchant Shipping Information Note-MSIN No. 7/2020 has adopted a new arrangement for quality assurance by Marine Department to uphold the quality of the ships in the Hong Kong Shipping Register, with effect from 9 March 2020 (Effective Date).

HDUM is appointed by the Hong Kong Marine Department to provide professional service for performing Flag State Audits (FSA) and Pre-Arrival Audits (PAA) of Hong Kong registered ships in Mainland China and abroad in view of Quality assurance for Hong Kong registered ships.

All HDUM surveyors for conducting the Flag State Audit and Pre-Arrival Audit are Master Mariner or Marine Engineer officer (Class 1) with minimum 2 years sea experience in the rank. In addition to above, our surveyors have at least 2 years of proven experience in ship inspection and ISM auditing as a surveyor for Class/Flag state/Port state, or in vessel operations as a superintendent/DPA, have specific training in ISM/ISPS/MLC2006

Marshall Island Flag State Inspection

HDUM is approved as Nautical Inspector to conduct Flag State Control Inspections for the ships flying Republic of Marshall Island flag. The primary objective of Flag State Control Inspections is to verify that the vessel flying RMI flag is complying with all applicable safety, security and pollution prevention requirements as per Republic of Marshall (RMI) law and international conventions. Flag State Inspections are also important to assist owners and operators for their compliance with international and RMI safety, security and environmental protection standards.

Flag State Control Inspections for the ships under Marshall Island Registry include:

  1. Pre-Registration Inspection
  2. Initial Safety Inspection
  3. Annual Safety Inspection
  4. MLC, 2006 Inspections
  5. Special Inspections
  6. Quality Control Boarding
  7. Follow up Inspections

All HDUM surveyors for conducting the Flag State Control Inspections for Marshall Island registered ships are Master Mariner or Marine Engineer officer (Class 1) with minimum 2 years sea experience in the rank. They also have vast experience in ship inspection and ISM auditing as a surveyor for Classification Societies, Flag State Control, Port State Control and IG P&I clubs.
